Is it possible to set a default fill for the rectangle frame tool in IDCS for Windows? It seems like I can change the fill and stroke defaults, but they only work with the rectangle tool. The rectangle frame tool still draws boxes with no fill; no stroke...

Correct. So use the rectangle tool for those things you want with a fill
and stroke and the frame tool for those you don't.

Implicit in Bob's answer is the fact that there is no functional
difference between the frames generated by the frame tool and the
rectangle tools once they are on the page. You can place or paste
content into either in exactly the same way with exactly the same
result.

Thanks for your replies, but I happen to be using an interface that creates rectangle frame boxes that are pre-assigned with ad numbers. I guess my only option here is to figure out how to modify the interface...

Ads go in a database; ad size & location information come from another database; everything comes together through an interface that creates ID docs with ads positioned where they need to go. The ads are drawn as rectangle frame boxes by the program that takes the info from one system and puts the ID docs in the next.
Guess you had to be there....
