Rectangle Frame tool vs. Rectangle Tool

I'm leading a class on InDesign this Thursday and am being forced to have answers to questions I've never bothered to ask. Right now, I'm tyring to figure out the difference between the "rectangle frame tool" and the "rectangle tool." They seem to act the same as both can be used to hold graphics or fills. The only difference I see is the "frame tool" is assigned to "Graphic" while the normal "rectangle tool" is "Unassigned." Is this the only difference and is it significant?

Two other differences: (1) The rectangle tool default is no fill, Black stroke. The rectangle frame tool default is no fill, no stroke. (2) The rectangle frame tool places the X across the frame to indicate a placeholder. This is very familiar to QuarkXPress users.

Other than the placeholder symbolic X, there is no extraordinary difference between the two. Either can hold a graphic.
